a google search got me as close that its a quote from an ABC7-chicago special about late night techno raves which should have been broadcasted in feb 2000
mind u, i m after the original full length sample source.. not names of the numerous tunes its been used in!

Soulwax uses this phrase in its song "Theme From Discotheque". The song is released under the name Samantha Fu, a Soulwax alias. The songs lyrics go: "It’s 10 PM, do you know where your children are? (…) some say they come looking for drugs, dirty dancing and pounding techno music!"
so my best guess is they just used the news phrase and chopped up the rest of the sample from that rave special you mentioned.

i think the ABC rave item thing did a "ironic doubletake "on the original public service announcement (PSA) like you allready said….so my guess is all the vocals are from the abc7 news item, problem is i cant seem to find it and abc7 chicago aint got no on line archive of this stuff…. ah well i ll keep an eye out… the news item was broadcasted 08-02-2000 .. i got that far.. even found a dead link 😉
if i m getting really desperate i might mail abc 😉
