Its just an Orchestra stab and there were loads of similar satbs ie T99 – Anasthasia etc.
You’ll find loads if you track down any early Hithouse,R&S,BeatBox label releases or other similar 90 – 91 German and Belgium Hardcore labels.

Ironically The ‘James Brown is dead’ sample was then heavily used by music factory mastermix.[Edit- Sorry, dont think that actually answers your question
