Doesn’t cubase have a good sampler? On fl studio and ableton there are, and they have certain algorithms to set it to for minimal quality loss, but quality will always be lost no matter what when changing the tempo of the original sample.
I have a few Mashups waiting on my Cubase 5 but i’m not doing them because the Pitch shifting
And sometimes the Time strech ruin the vocals quality .
Is there any plug-in i could get, Or maybe there’s a much better software to do those specific thing in ‘?

Try logic or nuendo, Much better software for time stretch.
Try Autotune VST as an insert-Effect on vocal tracks or Pitch shift by waves.
