Oldie but a goodie ID

Hi everyone…
this is my second post on this board…i gotta say how much i love this site….

anyway, was hoping someone can id this acapella for me..
i heard the track in a club here in NYC.

all i remeber that it goes …:

"its the italian bass, feeeeeeeeeeeeel it"

or possibly

"this is the time & place, feeeeeeeeeeel it"
in the corus

female vocal… might be from the 90’s or even late 80’s

thats all i can remember
i also know its a rare tune.

sorry for the sample and not much to go by … but thats all i got….
any help would be extremely appreciated as i been lookin for it for a long time.
