There are quite a few free conversion programs around, try searching http://www.download.com
Just out of interest, why are u wanting to change bitrates?
Not sure why you would want to change bitrates, but you can change them to just about anything with Soundforge 10 or Adobe Audition 3.
I’m not sure if you are a beginner but just incase..
You CAN’T make something a BETTER bitrate.
I mean you can but the quality wont increase – in fact unless you save as a pure uncompressed WAV or AIF file you will actually lose quality
In Logic you double click the wav file and hit ‘time and pitch machine’. Then you can change whatever values you want.
I use a converter called switch and I love it
