I have this on some dj tool album. These are extracts from a TV news bulletin. Apart from the one you mention there are a few others on the album. The rest is the usual scratch stuff. I’ll try to find the album to give full details.

epidemic in the US on an old "60 minutes" or "60 minutes II" episode I can’t remember which reporter it was but it’s been sampled to death son

Yeah that’s a 2manydj’s project which sampled the same. Haven’t found the right tools album yet but it’s similar to this one http://www.discogs.com/release/315582
In fact, this one has the same kind of extracts from news reports.
The one with your wanted sample is a yellow label with black text. Possibly on the same label as the one above.
