fyi, they sell heil talk boxes at zzsounds, sweetwater, etc.

If you mean just a Robotic type voice than any Vocoder software will do it, there’s heaps out there, some DAWs come with them.
Then there’s "Auto-Tune" eg. Cher – Believe …..
But,
Roger Troutman/Zapp never used a Vocoder, he had a Synth (Yamaha DX100 I think?) hooked up to a Talk Box….
